While these look like they would be for a costume for Halloween, they are actually high-priced Prada boots for sale at Net-A-Porter for $1,500.

The description indicates:

To me it looks like it is "Mad Men" mixed with "Frankestein" and more likely to collector's item on the clearance rack at Big Lots.
