The above isn't a concept for the next Lady GaGa video (although it looks like he would fit in nicely), it is a street performer that hangs around outside Griffith Observatory in Los Angeles, CA. There is a brief article on this over at Kuriositas and more pictures by Flickr user Silver Sky.
It is cool and creepy at the same time. This would be great concept for a horror film.
