This is from Blah To TADA!, a crafts from upcycled/recycled items where she spotted the above in Manhattan at 4th Avenue & 23rd Street in a glass enclosed display on a building

The drawings on the discarded coffee cups are by Gwyneth Leech, a painter and even cooler, at the time of the visit the artist was there drawing on cups and would invite people in to draw on a cup.
